Updates to the following modules:

Core 9.5.11 critical security update.
Added publishing status to locations, units, and special collections. Now, theses items can follow the content maintainer workflow like basic pages and show up as unpublished/drafts in the content dashboard.
Fixed broken OU links in the footer since OU marcomm changed them.
Changing footer additional links section from 2 columns to one column since there are only 5 links now. Combined legal notice and policies since they were the same page. No need for 2 columns now. Cleaner/more unified look now.
